Fire lieutenant Reed Solliday ends up with a temporary new partner when a series of sadistic fires turns homicidal. Homicide detective Mia is just back from medical leave after recovering from a shooting that still has her partner in the hospital. Because she feels she let her partner down during the shooting, Mia is on edge emotionally, but Reed's calm determination helps her focus. It soon becomes apparent that this terrifying arsonist/killer has a specific agenda, but figuring out his motives proves difficult.
